If you are asking whether you get a PC licence for free: the answer is no. No. Ps4 is bedrock, pc is java. If you are looking to play bedrock on your pc it is possible and you wont need to buy it twice but if you want java you have to purchase it separatly. I have both bedrock and java on my pc. Not for free.
