Mojang did give Bedrock for Windows 10 to Java users; however, that gift expired last April. The Java account migration - from Mojang to Microsoft accounts - doesn't mean Java users are getting Bedrock, just that their accounts are changing. So if you want Bedrock you gotta buy it.
