Make sure all of your mods are for 1.18. Sounds like one might be for A Mc version that requires Java 8. For reference: Mc 1.7.10 - 1.16.5 need Java 8. Mc 1.17 needs Java 16, and Mc 1.18 needs Java 17.
It depends, if it's plain Better Minecraft, I'd say 1.18.2 based on the amount of mods available, datapacks and other stuff that can help you create an economy, connect with discord or use voice chat ingame, plus the new world gen for exploration.
The whole idea of a "best" or "main" version for mods is nothing more than pure bullshit, just go with what catches your interest. If you want Create go for 1.19, if you want Valkyrien Skies go for 1.18, etc. Forge is still the primary modloader. Fabric isn't bad though, there just aren't many great modpacks for it.
