from what i found by just creating modpacks of each version on curseforge, the best one seems to be 1.20.1. (at least on curseforge) it has 5600~ mods while 1.17 has 2200~ mods. I'd suggest upgrading to 1.17, 1.18, or 1.19 truthfully. You can get the same or a similar modded experience with better vanilla experience at the exact same time.
1.12 is the most mature and more or less standard version right now. Some people are still on 1.7.10, many have moved onto 1.16 and 1.18. I would suggest either 1.12 is your best shot, but 1.16 has some pretty cool mods that aren't available on 1.12. The best version is really dependent on what major gameplay mods you want / what vision you have because every version has something different to offer. 1.19 right now is having issues because the minor versions have messed a lot of things up. 1.18.2 is probably more stable, and things are still updating to it.
