Clearing space on the hard drive didn’t do anything for me - it’s the Minecraft “storage” that’s full (the bar the fills up at the bottom of the saved worlds screen). Delete some old worlds to make enough room - I deleted a few and the blue meter went down enough to make a new one.

If you've restricted the amount of storage space the game can use through your computer settings, this could be what's setting it off. If everything is kosher, then contact microsoft support first, then mojang support if they can't help you.
I updated Minecraft Bedrock to update 1.13.0 in early November. Shortly after, One of my worlds started crashing, giving me a error message that reads: "you are out of storage space and Minecraft is unable to save your progress! Minecraft will return you to the main menu to clear up storage space".
