The best version is really dependent on what major gameplay mods you want / what vision you have because every version has something different to offer. 1.19 right now is having issues because the minor versions have messed a lot of things up. 1.18.2 is probably more stable, and things are still updating to it.
Honestly my favourite post release version is 100% 1.16.5 because it's a really good upgrade to the game. The nether especially has been a really simple place but with the released of 1.16 minecraft has really been amazing. 1.8.9 Will Forever be the best version of Minecraft.

1.8 (1.8.9) is a very "classic" version of minecraft. 1.12 was when they added more colorful blocks. combat has been updated from 1.8. 1.13 was when they added the ocean features. kelp, live fish, lots of things to explore in the oceans. 1.14 was when they converted villagers and added pillagers. this was a massive overhaul to game mechanics.

The current one definitely but what you really wanted to ask is what is the best performant one even if you need to lay of some features for it maybe 1.12 not sure.
