Yes and no. It was written by Marc Laidlaw quite awhile after he retired. Marc Laidlaw was the lead writer for all the Half-Life games pre-Alyx. The story was basically his own vision of how the story could have went. If HL3 had been made while he was still at Valve then the game/story would likey look quite similar to what was written.
