In BTAS, they honestly look to be around the same age, maybe with Joker a few years older. However, in the movie Joker (2019), Bruce is shown to be decades younger than Arthur Fleck, around 2 decades at the very least.
A common topic of discussion I hear in regards to this Joker fighting Batman in the future is that he's too old. This is mostly based around the notion that Joaquin Phoenix in real life is 44 years old, which would mean in 20 years, he'd be 64 fighting a 28-year old Batman.
