The target population is the specific group you want to find out about while your sample should aim to represent that population as a whole with larger samples being more representative of the population leading to more valid conclusions.
Choose between questionnaire (mail/online/in-person) or interview (phone/in person). Choice depends on sample size and location as well as focus of research.
Consider types (open-ended vs closed), content phrasing ordering and layout when constructing questions avoiding vague language or researcher bias; arrange in logical order starting with easy non sensitive closed ended questions; open ended question best for qualitative research while closed ended best for quantitative analysis .
