Kaguya Ōtsutsuki is the overarching antagonist of the Naruto franchise. She is the source of the whole conflict and the biggest threat ever to be faced by the heroes. She was originally a low-ranking member of the Ōtsutsuki Clan and the former partner of Isshiki Ōtsutsuki.
I personally like kaguya because it feels like god is the final boss but I think the main reason for her being hated is because madara had to die for her to exist and he died in a stupid backstab way instead of being defeated by naruto and sasuke in an epic battle.

Having Kaguya as the creator of chakra and pitting her in a literal battle against Naruto and the rest of the world is a great physical representation of how the chakra-infused world itself becomes a villain.
Tbh I barely consider kaguya a villain but rather the final antagonist. The fillers (not canon) does show that she cares about other humans as well, everyone betrayed her (even her husband) and hunted her down (while she was pregnant), only her servant protected her and she died doing that.
