Goofy is feeling disconnected from Max. He’s not the sweet little boy who idolizes his dad anymore and Goofy doesn’t know how to deal with it. Sure, Max does act like a little shit. However, Goofy forces father-son bonding (and still treats him like a little kid) for most of the movie.

When it comes to Goofy, his issue is how he doesn't want to accept that his son is growing up and doesn't respect the fact that he needs boundaries so he can self-discover! Although his strong attachment to him could be understood where Max is the only family he has, and they're all they have.
