The shape-shifting villain uses it to open the spirit world, calling on Tai Lung and other Kung Fu masters so she can steal their skills and use them to conquer other cities and regions.
You see, a normal Dragon Warrior doesn't have to retire so quickly. But at the end of the third film Oogway gave Po his Staff of Wisdom. That means he will be Oogway's successor and Oogway was the spiritual leader of the Valley of Peace. That's the reason Po had to retire and Shifu knew that.
