As we saw in the episodes leading up to the final arcs, Johan ordered normal people with a good heart to show the evil inside them by killing bad people or people who were in his way of destruction before he got his memories back. This should mean nothing to Johan but why did he order them to commit murder for him?

Johan was operated on and saved yet again by Tenma and when he went to visit Johan at the police hospital, who was in a coma originally, Johan sat up and was talking to Tenma. But later we see the same room with an empty hospital bed.
While he was in 511 Kinderheim, all he did was planning his reunion with Anna and learning how to manipulate people around him to do just that. Once he was reunited with Anna, he did everything to let her live savely and make her happy (he said that the whole world is hers).
It’s safe to assume that if Johan succeeded in concealing the truth from his sister, he was prepared to die by the hands of Nina or Tenma as well. But that doesn’t happen. Johan’s plan fails and it’s almost as if, everything he tried to achieve was for nothing.
