The character of Suzanne has been acclaimed by critics, as has been Uzo Aduba's performance of her. Cindy heard they had forged the report because the team talked about getting a specific coroner. she heard everything they said while her and suzanne were hiding in the pool, and at the very least her stating this at trial or to taystee's legal defense gets Taystee a mistrial at the very minimum.
I know Cindy's decision to keep the secret is portrayed negatively in the series (she wracked with guilt after all) but I can't help but to try to imagine what would have happened to her if she spoke out, and most importantly how catastrophic it could have been for Suzanne whom Cindy was protecting.
