The character was an ex-headmaster and inventor, designed to replace the Foggy Dewhurst character played by Brian Wilde, who had left the series. Aldridge's wishing to retire to nurse his sick wife coincided with Wilde's deciding to return to the show, so Aldridge's character was written out.
Aug 30, 2013 · There is at least one episode (IIRC) where it looks like they had to do a very hasty re-write to substitute Truly for Foggy, as Truly uses some Foggy-esque dialogue. At this time Wilde was still supposed to come back to film the Christmas Special and continue on the following series.

Due to the fact that he returned for a second stint, making his round total of years on the show about 16, Foggy is the longest-serving Third Man of the trio.
Foggy was written out of the series and was replaced by Michael Aldridge as Seymour Utterthwaite. When Aldridge left Last of the Summer Wine, Wilde returned as Foggy in 1990. He stayed until 1997, when he contracted shingles during the preparations for series 19 and decided to leave.
During the late 1970s, after the introduction of Foggy, the plots of Last of the Summer Wine moved away from the original dialogue-packed scenes in the pub and the library; guest actors were brought in to interact with the trio in new situations.
