Phoebe Halliwell is a fictional character from the American television series Charmed, played by Alyssa Milano from October 7, 1998, until May 21, 2006. The character was originally played by Lori Rom in the unaired pilot episode.
Phoebe, in an attempt to move on with her own life, signs a lease for a new apartment, much to the worry of Piper, while Paige considers telling Henry she's a witch. Demons attempt to steal the Power of Three by taking the form and place of each sister, one by one, as each sister is shrunk and placed into a dollhouse replica of the manor.
Unknown to her, Agent Murphy has seen her use magic. Agent Murphy comes to the manor and Billie meets him at the door. The sisters perceive a threat. Dex arrives to take Phoebe on a getaway to Napa. She tries to wave him off, but Billie casts a love spell and they leave together.
Lori Rom (right) portrayed Phoebe Halliwell in Unaired Pilot. In 2007, AOL named her the 7th greatest witch in television history. Alyssa Milano portrayed the character in all but one episode during the series' run, placing her second behind Holly Marie Combs, who appeared in all 179 episodes.
