Kelly was born and raised in rural Victoria, the third of eight children to Irish parents. His father, a transported convict , died in 1866, leaving Kelly, then aged 12, as the eldest male of the household.
Kelly's father, John Kelly (known as "Red"), was born in 1820 in Moyglass, near Cashel, County Tipperary, Ireland, to Thomas and Mary (née Cody). At the age of 21, he was found guilty of stealing two pigs and was transported on the Prince Regent, arriving at Hobart Town, Van Diemen's Land on 2 January 1842.

The birth date of Edward "Ned" Kelly is not known although it is believed to have been ca. December 1854 at Beveridge, Victoria. The eldest son of John (Red) Kelly and his wife Ellen Quinn. In 1865 Ned, aged 11, rescued local 7-year-old child Richard Shelton from a flooded creek. Richard had been trying to retrieve his hat from the creek, when he fell in. Ned jumped in fully clothed and brought him to the bank, then took him home to his parents at the Royal Mail Hotel.
