Seems so! Even so, I played Nakai on ME vanilla right after release (while I was waiting for SFO to update, basically), and enjoyed his campaign, too. I ran into the cash mechanics like others have said, but it felt loreful to only have one army of hardened wanderers rollicking through Norscan skulls. I liked it overall!
TL;DR of how Nakai works: Nakai is a lizardman horde. He does not occupy any settlements, rather, his vassal (Defenders of the Great Plan) do. Just as their name implies, the Defenders of the Great Plan don't raise any armies. They merely have bolstered garrisons and provide income towards Nakai.
They can't be spawned ever since the great catastrophe (~8000 years ago). So even the "young" Slann are absolutely ancient. A few of the other lizardmen are that old, but they are rare.
