The Legendary Sword Dealer only spawns at a certain interval, which can be checked by interacting with the Manager at Café after completing the Colosseum Quest which requires to be Lv. 850. The Managerwill give the player a different dialogue depending on how much time is left before the dealer spawns.
Every time the Legendary Sword Dealer spawns, one of the following swords can be purchased for 2,000,000:
