It didn't help that treasure planet was a sort of animated adaptation of a film that Disney had done before and probably better, their 1950 Treasure Island. It was probably the last really successful pure pirate film until Pirates of the Caribbean (sorry Cutthroast Island), since the golden age of cinema (with the likes of Captain Blood and Sea Hawk), when navies had still ruled the world.
