On November 15, 1989, the Ministry of Works and Public Services, the Department of the Interior and the City of Buenos Aires signed the acts of incorporation of a joint-stock company denominated "Corporación Antiguo Puerto Madero" (Old Puerto Madero Corporation).

The government then contracted a new engineer, Luis Huergo, to construct the Puerto Nuevo to the north, which is still operational today.
In a scheme typical of the now unpopular president he created a private corporation — split equally between the federal government and the city of Buenos Aires — to fund the project. Once incorporated, the land of Puerto Madero was parceled out to private entities.
