Perth Amboy City Hall was first built as a court house for Middlesex County in 1714, having been designated as the county seat the previous year. The building was later used as the home of the East Jersey Provincial Assembly.

City Hall contained court chambers, rooms for the Provincial Assembly until 1775, and was used as a schoolhouse and for community meetings. It was in City Hall that the State of New Jersey became the first state to ratify the Bill of Rights.
The present City Hall, occupying the square block bounded by Grove, Montgomery, Henderson and Mercer Streets, was opened January 1, 1896, and continues as the seat of municipal government. In 1913, the form of government was changed to the Commission form under the "Walsh Act."
