Maryland's border with Delaware was to be based on the Transpeninsular Line and the Twelve-Mile Circle around New Castle. The Pennsylvania–Maryland border was defined as the line of latitude 15 miles (24 km) south of the southernmost house in Philadelphia (on what is today South Street).
In 1774, David Rittenhouse, the city surveyor for Philadelphia, set the remaining borders for between Pennsylvania and the surrounding colonies Maryland, New York and Virginia, as well as what would later become the Northwest Territory.

Originally surveyed by Englishmen Charles Mason (1728-86) and Jeremiah Dixon (1733-79), the line separates Pennsylvania from Maryland and West Virginia along the 39º43ˊ N. parallel and bounds Delaware along an arc that extends from Maryland to the Delaware River.
