Abstract. This chapter concerns the basic principles of an Islamic political system. Within the context of a growing Western impact on Muslim lands, the chapter offers a blueprint based on the unity of Islam and politics.
Muslim political theorists agree on the principle of shūrā (consultation) as an essential component of government in Islam. Modern thinkers consider the shūrā the most important constitutional principle of the Islamic system of government. The Qur’an refers to this principle of shūrā twice.
