The Six system provides a way of organising a Cub Scout Pack. Ideally, a Sixer should have some qualities and abilities from the following list: Mixes well with other Cub Scouts. Has some experience as a Cub Scout. Sets a good example to younger Cub Scouts. Attends regularly and is reliable.
Sixers and Seconders should voice the thoughts of their Pack to leaders, helping shape what Cubs do, learn, see, and experience. Encourage people to demonstrate and develop their leadership skills by electing Sixers and Seconders.

It is the largest program of the Scout Movement in Hong Kong. A Pack is headed by a Cub Leader (團長), with several Assistant Cub Leaders (副團長) and Instructors (教練員). The division within a Pack is called a Six (小隊). Each Six has a Sixer (隊長) and a Seconder (隊副 or 副隊長).
This describes the relationship a Scout should have with the Scout Values. The values have an influence on the decisions we make and the actions we take. The values are deliberately shared and personal rather than organisational, making them directly applicable to our members.
A Sixer is not necessarily the oldest Cub in the Pack. It is the Cub who demonstrates the qualities of an effective leader. Being a Sixer or a Seconder is also a great opportunity for Cubs that may not necessarily stand out as the most confident or loudest but those that show that they are caring and helpful to others.
