Carousel wasn't on Thriller 25. It first appeared on the 2001 Thriller Special Edition, which was a 1:50 short (or rather, a snippet) version. That short version did appear on the digital edition of Thriller 25, but not on physical releases.

“Carousel” was a strong contender for the “Thriller” album but lost out to “Human Nature.” In 2001 an edited version was released on the “Thriller Special Edition” album. In 2008 the full version was released on the album “King of Pop – The Italian Fans’ Selection.”
Same with carousel, the short version was released on the special edition of thriller in 2001 and then again on the deluxe edition of thriller 25 in 2008, with the long version then being released on expanded digital versions of the ultimate collection in 2013.

"Carousel" (originally titled "Circus Girl") is a previously unreleased song by Michael Jackson released as the thirteenth track on the Thriller: Special Edition reissue.
What was released up until 2008 was a short edit, which later re-appeared on Thriller 25. Few months later, a longer edit was featured on French and Italian editions of the King of Pop compilation album and got re-released on Thriller 40 released in 2022.
The song was co-written by Michael Sembello and Don Freeman in 1982. The song almost made the final cut, until it was decided it should be replaced by "Human Nature".
"One of them was Carousel, which is a great song, that slow-ish song from Michael Sembello, which was beautiful. But lyrically, and at that point in time, it didn't seem, that that was were the album was heading to [...]"
The full version leaked online at an unknown time in the 2000's, if not earlier. This features an eleven-second long intro, not present in any of the released incarnations of the song. Additionally, the breakdown is around ten seconds longer.

Thriller was reissued on October 16, 2001, in an expanded set, Thriller: Special Edition. The album is remastered and includes a new booklet and bonus material, including the songs "Someone in the Dark", "Carousel" and Jackson's original "Billie Jean" demo, as well as audio interviews with Jones and Temperton.
