In a runoff presidential election, French voters chose former prime minister Jacques Chirac, the mayor of Paris and leader of the neo-Gaullist Rally for the Republic party, over the Socialist Party candidate, Lionel Jospin. In two previous attempts (1981, 1988) to win the presidency, Chirac had been defeated by Francois Mitterrand, a Socialist, who held office an unprecedented 14 years. While on the campaign trail, Chirac pledged to reduce unemployment, which exceeded 12%, and to make greater use of national referenda to decide government policies, especially regarding France''s role in the European Union. On May 17, inauguration day, Chirac named Alain Juppe prime minister. Under Mitterrand he had been minister of foreign affairs.
