For anyone reading this in the future: the answer is Pokémon Revolution Online for PC and Android. Pretty sure it lets you catch every single Pokémon, in one game. No transfers needed. Excluding mythicals, gen 1 has every gen 1 pokemon excluding mythicals (mew,meltan & melmetal) Gen 2 has both gens of pokemon.
