2 Kings 3:16-17. Make this valley full of ditches — Which may receive the water and retain it, for the use of men and beasts. They that expect God’s blessings, must prepare room for them. Ye shall not see wind — Any of those winds which commonly bring rain.

The prophet did not tell the kings that they were to procure the water — that, as we have already said, was out of their power — but he did say, "Make this valley full of ditches," that when the water came there might be reservoirs to contain it.
And he said, Thus saith the LORD, Make a valley full of trenches. For you will not see the wind, neither will you see the rain; yet the valley will be filled with water, that ye may drink, both ye, and your cattle, and your beasts.
17 For this is what the LORD says: You will see neither wind nor rain, yet this valley will be filled with water, and you, your cattle and your other animals will drink. 18 This is an easy thing in the eyes of the LORD; he will also deliver Moab into your hands.
