May 22, 2019 · Judy—like BOB before her—is our antagonist, and she is an ambiguous one on that. She embodies certain evil qualities—like obsession and negligence—that leave us wondering if she is nothing more than the evil sprouting forth from the mind of Sarah Judith Palmer in her grief and forcing itself onto the world.

Origins
In stories from ancient Sumerian mythology dating to at least 3000 BC, Joudy was the female form of the utukku, an escaped, wandering demon that feasted on human suffering. It was said that if the female and male form (known as Ba'al) ever married while on Earth, the union would produce an even more malevolent being, hastening the end of the world. Over time, the being Joudy came to be known as "Judy."

In 1986, the Blue Rose Task Force leader Phillip Jeffries took an extended posting in Buenos Aires to investigate an apparent international criminal enterprise. In his first month, he identified "Judy" as a central person of interest in this investigation, and notified Gordon Cole.Subsequently, Jeffries was not heard from for nearly two years. In October 2016, Dale Cooper's doppelganger found Jeffries at his hiding place at the Dutchman's Lodge, and asked to know who Judy was and whether they wanted something from Cooper. Jeffries replied that he had already met Judy, and manifested a series of coordinate numbers which Cooper wrote down. Days later, the original Cooper visited Jeffries, who showed him where he could find Judy. The symbol found in Owl Cave floated out of Jeffries' spout and transformed into an "8" symbol, with a bea...
In early drafts of the Twin Peaks: Fire Walk with Me script, it was mentioned by Jeffries that Judy had a sister, and writer Robert Engels confirmed that this sister could have been Josie Packard. An open letter written by Joan Chen (in character as Josie) to David Lynch in 2017, indicated that she too, was aware that Judy was at some point written...

Sarah is the little girl in New Mexico who got infiltrated by that Frog-Bug creature. Sarah is possessed by that creature who grew inside her, took over her, and that frog creature was created by Judy, as it spawned from the eggs that came out of the white figure's vomit, where BOB also comes from.
Theory 1: The ending is a trap set by cooper to awaken the dreamer, destroy Judy and as a result destroy the dream. Every element of the finale is planned. The 2 are in a reality almost out of the dream, but not quite, as some elements of the dream still exists (tremond, chalfont).
Sep 7, 2017 · The origin of the entity is unclear. While we saw that the atomic test in Part 8 allowed Judy to expose BOB to the world, Judy's own existence has been known to the world for quite some time.
Final Dossier says that Judy and Bob go back to Sumerian times, yet the Experiment spews out Bob (and possibly Judy) in 1945. Final Dossier also says that Judy and Bob must unite for an apocalypse to happen, but some say the Experiment is indeed Judy, whom is giving birth to Bob.

Sep 19, 2017 · Judy is either taking the form of Sarah Palmer, inhabiting Sarah Palmer, or she IS Sarah Palmer. That’s pretty self-explanatory. I think that’s where they were going with this. Judy, or Jiao-De (however it’s spelled) is the Experiment. Some folks also call this figure the “Mother” figure.
