My favourite thing about the Tarkov story is how the Russians are explicitly not the bad guys no matter what way you slice it. The story is framed in a perfect way where Russia's actions towards Tarkov and USEC can't be viewed as immoral.

This is all very cool. Both your theories on Reshala and Glukhar make sense to me so far. Reshala being an opprotunist and attacking UN forces after the EMP went off might explain his guards in cop uniforms. It also explains his first two spawn points on Customs with Dorms and Gas Station.
