Robo 2 is great if you set your expectations lower and go into it expecting some fun robo action. The first film was written as a stand-alone movie and after its success, they turned the franchise into an action franchise. Cain is a super interesting character in the second movie and one of the most beautiful robot designs ever created.

Robocop 2 might not be as good as 1 but it's still great, definitely worth a watch/rewatch.
It goes without saying that the 1990 sequel isn't as good as the original, but the second installment did an honorable job of keeping with the feel of Verhoeven's work - the ultraviolence, the social critiquing. It's a worthy follow-up. I had all the robocop toys when that came out.
