I think there should be some kind of limitation but it doesn't have to be absolute like now. They could make the tears buyable or craftable so you can respec as much as you want but not all the time unless you work for it.

If we get full respeccing, my vote would be Respec on Level up. It gives you opportunities to fix build mistakes. Early levels happen quickly, so if you made a massive mistake you can fix it very quickly.
