Given that seller can no longer leave negative feedback and the buyer's responsibility for the transaction ends once they pay, I leave feedback after I get paid. I don't believe in withholding feedback until the buyer gives me some.
Ebay doesn't give the seller any consideration for leaving feedback. It doesn't affect your account at all, negatively or positively. But when you leave feedback, you are reminding the buyer of the transaction.
