Powerscaling. Both have same techniques but their performances seem to wary. In Dagon fight, Naobito did not look as fast as Naoya looked vs Maki. Naobito was said to be the second fastest sorcerer at that point.
The narrative of that fight is clearly that Naoya is much much faster than Maki, so she has to use her durability and reaction time to compensate and catch him off guard.

Maki is above Naobito absolutely, but I do believe that if he fought her at the time Naoya did, he would win. He's strong enough to beat the shit out of a special grade curse, better at using his power than Naoya, and was able to survive 70% of Dagon's domain and only lost an arm.
