As far as I know, this is not a legal move. Once a Pokemon is in play (on your bench counts as in play) you can only take it back into your hand through use of something like a Super Scoop-Up. However, I do not know where to find the rule that explicitly states this.

Acerola (need to have at least one damage counter), AZ, Super Scoop Up, Scoop Up Cyclone (Ace Spec), Cheren's Care (Acerola but only for Normal Types) are trainers cards that can take your Bench Pokemon to your Hand. There are some attacks that do so, but they tend to be not worth doing.
For Pokemon V, Volo (LOR 169) can discard them from your bench, allowing you to recover them back to your hand later, which is kinda the only option for Pokemon like Lilligant VSTAR. There are ways to do this, but in general, if a Pokémon might be unwanted in the future, then do not bench it in the first place.

Jun 9, 2013 · It returns to your hand, and then you must promote a Pokemon from your Bench to replace it. You might be thinking of evolving a Pokemon, which does require you to wait a turn. But if you want to bring up a Benched Pokemon right away, you would still need to retreat/use Switch etc; you can't do it for free just because you want to.
