That's the plan. Seasons 1 and 2 (so far) are a book each. Though this might change for book 3 (Storm of Swords), which is a lot bigger than the first two. In this interview, George R. R. Martin admits that its going to be hard to fit book 3 into a standard season. Relevant quote follows:
The fifth season is supposedly based on the last two books, but they adapted like 40% of it. A Game of Thrones (book 1) is pretty much the same as season 1, season 2 and book 2 have some minor differences. Seasons 3&4 and book 3 have more differences, not that kind that would change the plot much.

The HBO show included many momentous scenes that altered the course of events: the fall of the Starks, the rise of Daenerys Targaryen, and a cold clash with the White Walkers beyond the Wall.
I would advise that you start reading from the beginning. The TV series is not an exact reproduction of the book. Many events and characters were omitted, and some were changed, as one would expect in an adaptation. The Song of Ice and Fire is one continuous story.
Season 1 adapts book 1, Season 2 adapts book 2, seasons 3 and 4 adapt book 3. However, some plotpoins and ideas from book 3 are used in seasons as late as season 6. Book 4 was barely adapted, the few adapted scenes from book 4 are spread through seasons 5 and 6.
After A Game of Thrones, A Clash of Kings, and A Storm of Swords, Martin originally intended to write three more books. [26] The fourth book, tentatively titled A Dance with Dragons, was to focus on Daenerys Targaryen's return to Westeros and the associated conflicts. [33]
The third season is based on the first half of the novel A Storm of Swords. Benioff had previously said that A Storm of Swords would need to be adapted in two seasons on account of its length. [23] .
