You're right. As LB you need to look at Vex's bar. If passive is up you need to use your W in a way to make Q-E poke and not go ooga booga me combo. I believe Vex would actually not increase all too much in winrate. I'd say it would reach 53-55% at max (which is too much) but that is because of what is meta atm and how Vex works.
Vex is a powerful mage, but still an immobile powerful mage.- This one doesn't need explanation. She's immobile and if you have bad positioning in team fights, you're going to get blown-up easily. Vex's abilities are easily telegraphed.
Being able to 1,5 second AOE fear is really strong on a passive, and while you can argue Annie does the same, Vex has bigger AOE and an actual way to gap lose (while doing similar damage as Annie - maybe a bit less).
