Assuming you get hit by all the missiles than I guess you could consider that OP. Valkyrie is considered a recon character so her scan is only active when you jump from jump tower, or use ult.
In my mind, I'm not sure if she's op or just incredibly strong. Her movement abilities (ult and passive) are great for engaging and escape, with the latter giving her access to unique positions at anytime and the former bringing team utility. Additionally, he tactical seems to be pretty decent too.
Valkyrie is way too powerful for a legend. First of all, her tactical. While her tactical doesn't do that much damage, and isn't too difficult to dodge, it applies not only a visual effect but an actual gameplay effect.
How is she op? Instant flight. She's the best at grabbing highground and good players can also use it to escape. Her tactical is fast to use, does damage faster than all the other damaging abilities in the game but the worst part is the slow, it's like a wattson fence that you shoot at people.
