Yes, the movie was super tongue in cheek. The realization of Zangief that his Bison bucks were nothing was great, as was his Godzilla fight with E Honda. He also legitimately thought he was the good guy all through the movie. Cammy was just great because she was Kylie Minogue and I'm Australian, I don't need to elaborate.
