Robot Carnival (ロボットカーニバル, Robotto Kānibaru) is a Japanese anthology original video animation (OVA) and anime film released in 1987. The film consists of nine shorts by different well-known directors, many of whom started out as animators with little to no directing experience. [1]
It's competent, but not better than a second string OVA back in the old days, or anything on TV these days. Besides, it's not like modern anime is animated on 2s. There's a reason sakugabooru exists, and it's because those shots are still the exception, not the rule.

Its 9 anthological short films made by 8 different animation teams centered around robots and their interaction with humans. The animation though maybe a bit dated is very creative and still holds up. The OST was amazing too. Presence was my favorite one, it was lucid, shares the same themes about life and AI GitS and Blade Runner explores.
