  1. Your in-state option would need the better choice, financially. If you're using loans to pay for school, it's not worth it to go to Penn State out of state, in my opinion. I'm not familiar with your major so I can't speak to the quality of your program.

  2. I think Penn State is a great school but I would never recommend anyone enroll unless you are in state. The out of state tuition is outrageous and isn't worth the debt considering you will get a very similar education and experience at FSU, UF or UCF.
