I Tried all settings in game and it stays at 30 when i try them in-game, I've tried researching online for answers and searched through videos if it was possible to run the game at 60 fps, i also tried using Nvidia control panel to no luck.
I've seen a couple of videos on youtube how people play with 60 fps, but I can't seem to find a proper guide on how to do it. The author of this topic has marked a post as the answer to their question.
Apr 19, 2023 · One way to fix it is to start Rivatuner only after starting the game, then the cap will last. However, an even better way to do it is to set the cap to 59.988 FPS rather than 60 FPS. Then, Rivatuner can be open at Windows before the game start and will also last indefinitely.
Jan 10, 2021 · So I decided to revisit MGR: Revengeance on PC/Steam, and noted that it's running at 59fps at all times, resulting in a very noticeable micro judder throughout much of the gameplay. Some searching indicates that this is a noted issue, but that there are some unofficial fixes to get it to locked 60, such as this one:

Save game data location• Link
1. The game uses a fixed path for its data instead of using the standard Windows variables, if the C: drive is missing or there isn't a Documents folder inside the user folder, the game will not be able to save and will crash. This also means that Steam Cloud won't work correctly if the Documents folder is in a drive other than C: (Steam Cloud will sync the save in the correct drive, but the game will ignore this save and create a new one in the C: drive instead). Possible workarounds include...
Widescreen resolution• Link
1. The only resolutions available are 800x600, 1280x720, 1366x768, 1680x1050, and 1920x1080. Aspect ratios other than 16:9 are anamorphic.
Modified camera settings• Link
1. These mods disable some camera restrictions and leave the camera a little more calm and fixed. They also make the player character centered on the screen, rather than aligned to the left.
Crash on launch (Windows)• Link
1. Even when the correct drive is present, the game might still crash due to ntdll.dllas a faulty module. 2. The game uses a fixed path for its data instead of using standard Windows variables. If the C:drive is missing, the game will not be able to save and will crash.
Game runs at incorrect refresh rate• Link
1. The game doesn't follow the refresh rate set in Windows and defaults to a slower one.
Crashes when changing display mode to fullscreen (Linux)• Link
1. On some Proton/Linux configurations, changing from windowed mode to fullscreen mode may crash. This issue can be solved by editing the graphics settings file directly.
For some people, the game is indeed capped at 59FPS, which leads to a microstutter every single second that is super annoying and especially noticeably while Ninja Running. Anyway, the fix uses RivaTuner Statistics Server and is detailed here:
