The effect of a modifier is inversely proportional to the probability of the roll; the worse your chances of success, the greater the impact of a modifier to that roll.
Forcing a reroll on a spell that provides half damage on a saving throw - most spells - will provide half (rounded up) the damage the spell would do, multiplied by the odds the target fails the saving throw. So this is more effective against targets that are likely to fail their save.

As such, a single attack rolls to hit, wound, opponent saves, apply damage, remove casualties (if applicable) before you make a second attack. With this understanding in place, it's easy to see that when the rule to reroll a hit or wound roll is triggered, it applies to THAT ATTACK ONLY.
