When a level 14 cell reaches 2, 6 or 20 active wayspots in Pokémon Go, a Pokéstop will get converted into a gym in that cell. A pokestop will become a gym if there are 2 waypoints in a certain cell size. You’ll get a second gym with 5 more waypoints and a third gym after a further 14 in that certain cell size.
