The betrayal in Empty Places was just a way to push Buffy and Spike closer together. There are so many issues with season seven, and this episode is a really big one.
My thoughts on "Empty Places" (B 7.19) and the ousting Buffy scene have always been the same: It likely wouldn't have happened if Spike was there. Giles and Robin were anti-Buffy simply because Buffy was against theirs trying to assassinate Spike.
