Rare Yo-kai (Japanese: レア妖怪, Rea Yōkai) are a select group of Yo-kai that are typically difficult to encounter and befriend, and some can (additionally or exclusively) be freed from the Crank-a-kai, while others need an item pulled from the Crank-a-kai to make them appear in the overworld.
Rare Yo-kai (Japanese: レア妖怪 Rea Yōkai), also known as Type Rare Yo-kai (Japanese: タイプレア妖怪 Taipu Rea Yōkai), are rare variants of certain Yo-kai in Yo-kai Watch 2. They have a slightly different design and a different Skill determined by their faction. As the name implies, they are rare to encounter.
Rare Yo-kai in Yo-kai Watch 4 will sparkle gold in battles, with a gold icon, and use one of that Yo-kai's nicknames, rather than their default name. Once encountered in battle, regardless if a Soul Steal was triggered or not, a fourth option to summon a Yo-kai from Konkatsu will be unlocked.
negasus is not rare yo-kai so it can be befriended via streetpass, but I suggest you try to catch it yourself by soft reset-ing in the area it spawns. Saving and then soft resetting by the trees on the right side of Owl Light Road to get Negasus is indeed the easiest way.
I don't know the odds but I'm pretty sure you can only find the rare fleshy yokai such as Noway in fleshy souls and the rare bony yokai such as Slicenrice in bony spirits. Some are easier to find than others though such as Noway as you can walk in and out of the place and you can easily see if it's rare or not.
There's a quest in harrisville where you give a boy either a miyama stag or a rhino beetle and it had to be rare. The dialogue after the quest mentions that it could be a yo Kai but i haven't beaten the game yet (couldn't find a miyama stag on my main file).
If you have the Gemnyan coins from AbdallahNATION's QR code video, use them to get the bells. Emenyan appears in this exact location waiting for battle so use him as a landmark if needed....
