Let me explain. The count 1 of any set of 8 is the best place to start a dance, because it feels like the beginning of something. While you can start a dance on any odd beat (counts 1, 3, 5 and 7), it will feel best if you start on a count 1. A count 5, the beginning of the second measure, is the next best choice.
