At his peak, Hanzō single-handedly defeated and killed an entire Konoha shinobi squad, except the soon to be-named Sannin, whom he spared. His power was such that Jiraiya expressed intense shock learning that he had been defeated single-handedly by Pain.
People were upset because they felt hanzo in it was too weak, but he was actually pretty capable. He was doing well against mifune who was the head of all samurai and was good enough to be given his own division. Besides, a lot of people missed the point of the fight.
