Kansas Gov. John Martin named Colby the county seat in 1885, and the city was incorporated in 1886. The Union Pacific Railroad reached the city in 1887, and the Rock Island Railroad followed the next year.
The Townsite Company secured Union Pacific Railroad land approximately three miles north of the post office in March 1885. The following month, the Kansas Secretary of State issued the Town Charter. The town was named for J.R. Colby, and he also received a business and residence lot in the new town.

The county was named for Major General Thomas and five of the townships were named for Kansas soldiers killed under his command at Chickaumaugua during the Civil War. Colby was incorporated in 1886 and the first court house was built at 615.
Colby 1907 is a 22-year-old largely treeless town with rutty dirt streets, railroad tracks bordering the north and south, windmills galore, livery stables, horses and wagons.
